male, white, 5’5”- 5’6”, 140-160 lbs, dirty blonde/grey hair with receding hair line, clean shaven, chiselled cheek bones, ruddy (reddish) complexion, hazel eyes.

Richard RUPERT is wanted by the Toronto Police Service on a Canada Wide Warrant for a number of frauds and robberies targeting senior citizens. Rupert is a suspect in a large number of occurrences spanning right across Canada.

RUPERT befriends senior citizens, convinces them he’s a nephew, a distant relative or in some cases a member of building management. He then asks for money, usually for car repairs. Rupert gets the victim to attend a bank with him where they withdraw a large amount of money and give it to him believing he intended to repay the money.
